Reviving a Legacy,
Building a Sustainable Future
The Mountain Rail Coalition aims to restore passenger rail service to Northwest Colorado, reviving historic connections between rural communities and the Front Range. Once central to the region’s economy and travel, rail service ended in 1968. Now, with coal transport declining, the Coalition sees an opportunity to repurpose existing rail lines for sustainable, community-focused transit and economic growth.
Why Now?
Northwest Colorado is experiencing a rare convergence of conditions that support both meaningful change and the opportunity for significant investment. As the region moves away from coal and toward more sustainable practices, a just transition—one that considers the economic and environmental needs of affected communities—is essential. With the scheduled closures of the Hayden and Craig power stations in 2028 and 2030, the existing rail infrastructure, once used primarily for coal transport, now presents a compelling opportunity to reimagine the region’s transportation future. Union Pacific has expressed openness to exploring new uses for these lines, and conversations are underway to transition them to passenger rail service.
At the same time, regional transportation planning is advancing in both the Yampa Valley and Winter Park. Community interest in integrating passenger rail as a central part of the transportation network is strong, reflecting a broader vision for sustainable mobility.
This momentum was reinforced by a high-profile visit in August 2023 from the Governor, CDOT, and other key stakeholders, signaling strong state-level interest and support. With CDOT’s Statewide Rail Plan nearing completion, the foundation is being laid for a transformative investment in passenger rail that could serve as a model for rural connectivity and economic resilience.
